Global Frameworks related to Migration provides the opportunity for Colombo Process Member States to strengthen labour migration governance. With the objective to support the Colombo Process Member States’ commitments related to these frameworks on migration, which were articulated in the Kathmandu Declaration, the Chair-in-Office of the Colombo Process convened the Consultation on the Colombo Process Engagement in the Global Frameworks related to Migration: Towards the Effective Implementation, Follow-up and Review in Bangkok on 22–23 May 2019.

The consultation was attended by Colombo Process Member States, development partners, civil society partners, a representative from the Swiss Agency for Development and Cooperation and a representative of the private sector.

Mr. Mahesh Prasad Dahal, Secretary, Ministry of Labour, Employment and Social Security, Government of Nepal, in his capacity as the Chair of the Colombo Process, stressed on the role of the Colombo Process to advance Member States’ commitment to implement, follow-up and review Global Frameworks, including Sustainable Development Goals (SDGs) and Global Compact for Safe, Orderly and Regular Migration (GCM).

During Day 1 of the consultation, an overview of Global Frameworks and international labour standards, as mechanisms that provide protection for migrant labour, were provided to the participants. Colombo Process Member States shared their experiences and perspectives at the national level on implementation of Global Frameworks. Chairs of the five Thematic Area Working Groups provided updates on key achievements of each group, in line with these Global Frameworks. Partners from the civil society, development agencies and the private sector discussed ways in which they support the Colombo Process to implement these Global Frameworks.

During Day 2 of the consultation, an overview of the linkages to Global Frameworks in the Kathmandu Declaration was provided. Subsequently, a group discussion took place which allowed the participants to hold in-depth discussions on the Colombo Process Member States’ engagement in Global Frameworks, especially in line with the priorities identified under each Thematic Area Working Group. Further, the group discussions provided a platform to understand the initiatives from the relevant global, regional and inter-regional forums in pursuing Global Frameworks so as to identify ways to leverage the engagement of the Colombo Process Member States, explore mechanisms to encourage inputs from the civil society, academia and private sector inter alia and deliberate on ways in which the regional initiatives could support and influence the actions at the national level in each Member State.

Several good practices and initiatives were shared which could be used to enhance the commitments of the Member States related to Global Frameworks. The participants proposed to form an ad-hoc committee to explore synergies between thematic priorities of the Colombo Process in implementing Global Frameworks and to provide guidelines for the implementation at the national level.

The convening of the workshop was technically and financially supported by the International Organization for Migration (IOM) within the framework of its regional project Strengthening Labour Migration Governance through Regional Cooperation in Colombo Process Countries with funding support from the Swiss Agency for Development and Cooperation (SDC).
