An Assessment of Regional Consultative Processes on Migration
The present report assesses fourteen Regional Consultative Processes on Migration (RCPs) spanning most regions of the globe. It is based on over eighty interviews with government officials, NGOs, and secretariats, as well as on official documents and the secondary scholarly literature. Aim: The goal of the report is to assess the role of RCPs in migration governance. Migration governance is understood as a process made up of distinct phases: (i) agenda setting and issue definition, (ii) consensus building and position convergence, and (iii) changes to migration policy and practice. This study is, therefore, as interested in the “how” of the process through which states think about, debate and address migration issues as it is in the “what” of the final outcome of the process in terms of laws, policies and practices.
